William G. Lapsley, P.E. President, Principal Mr. Lapsley has 24 years of experience in design, construction, operation, and maintenance of civil infrastructure. A 1970 graduate of the University of Wyoming, he is a registered Professional Engineer in North and South Carolina, Florida, and California. As owner and principal engineer, Mr. Lapsley is responsible for providing civil engineering services to local government, private developers, and industry. His special expertise in water and wastewater systems is well known throughout Western North Carolina

G. Thomas Jones III, P.E., Project Engineer Mr. Jones joined our firm in 1997. After graduating from Clemson University in 1992 with a B.S. Degree in Civil Engineering, he was employed with the North Carolina Department of Transportation from 1993 to 1997. Since joining William Lapsley & Associates, Mr. Jones has been involved in numerous projects involving site grading, stormwater drainage, erosion control, potable water, sanitary sewer, road construction, and contract administration.

William R. Buie, P.E., Project Engineer Mr. Buie joined our firm in 1998. He graduated from North Carolina State University in 1992 with a B.S. Degree in Civil Engineering – Construction Option. Mr. Buie was employed with Hobbs, Upchurch, & Associates, P.A. from 1993 until 1998 when he joined William G. Lapsley & Associates, P.A. Mr. Buie is routinely involved in water and wastewater systems and site planning for local government, industry and private development. |

Don Hunley, P.E., Project Engineer Mr. Hunley worked with William G. Lapsley & Associates from 1988 to 1993. He served as president and principal engineer of Western Engineering from 1994 to 2004. Mr. Hunley rejoined our firm in 2004. He is a graduate of the University of Chapel Hill (BA) and the University of Wyoming (BS Civil Engineering). He also completed post-graduate work in earthen dam design and groundwater dynamics. Mr. Hunley has a long list of clients related to site development and the design of water and sewer systems in Western North Carolina. |
